chore(autodev): mark cycle 1 Implement step complete

All four cycle-1 tasks (AZ-513, AZ-196, AZ-183, AZ-197) are In Testing on
Jira. Full suite passes (48/48 e2e + 2/2 unit) after a fresh test-DB volume.
