5 findings: F1 (Medium / Maintainability) - _iso_now copies grew to 8 across c11 + c13 + c7, AZ-508 hygiene PBI no longer matches reality; F2-F5 (Low) - triplicated atomic-write JSON helpers, 4x duplicated SectorClassification enum (acknowledged by ADR-009), recurring "outcome=failure" prose vs typed-exception drift across the C11 trio, and an NFR-perf-cold-start near-miss that prompted PEP 562 lazy-import discipline in c12.
